This depends on whether you use a soft or hard lenses. For hard lenses, it is better to apply the make-up first and then put on the lenses. For soft lenses, there are no hard and fast rules. Use waterproof eye pencils and cream eyeshadows. Avois using too much powder as its particles might irritate the eyes.
